As described by my mom (which means it is second hand from my dad):
- Cut chicken wings into 2 sections. You can discard the tip.
- Fry in oil:
- garlic
- green onions, cut into 2-3 inch sections
- sliced ginger
- Add wings
- Add soy, sugar, black pepper
- Cover with lid, reduce heat to medium.
- Cook until no longer liquidy
